Ours aren't — Enola Gaye colored smoke uses a cool-burning, non-toxic formulation designed for use around people at events and photoshoots. That's a different animal from insect smoke bombs or military HC smoke.
You should still avoid standing in any dense smoke plume for long, but incidental exposure outdoors is not hazardous. Use upwind positioning and open air, and it's safe for portraits, weddings, and reveals.
With an adult handling ignition and everyone staying upwind, yes — the smoke is non-toxic and the canisters stay cool enough to hold. Keep curious dogs away from the spent canister until it cools fully.
The dye and fuel mix: ours vaporize a food-grade-adjacent dye at low temperature rather than burning chlorate mixes hot. No heavy-metal pigments, no explosive charge.
