Smoke Bomb Safety and Legal Guide
Smoke bombs are legal in most of the United States for personal and commercial use — but there are real restrictions you need to know before ordering. This guide covers safe handling, ignition best practices, and the legal landscape by state.
Is It Legal to Buy Smoke Bombs?
Yes — in most U.S. states, wire-pull smoke grenades and smoke canisters are legal for adults 18+ to purchase and use on private property. They are not classified as explosives, fireworks, or incendiary devices under federal law when used as directed.
However, several states and municipalities have restrictions — particularly around use in public spaces, near wildfire risk zones, or on certain public lands. Safe Use Guidelines
- Always use outdoors in open, well-ventilated areas. Never use in enclosed spaces.
- Keep away from dry vegetation and flammable materials. Smoke bombs burn at moderate temperatures and can ignite dry grass or leaves.
- Set on non-flammable surfaces — the canister base heats during use. Concrete, asphalt, or dirt are fine. Do not hold in hand for the full burn duration.
- Wire-pull ignition: Grip the canister by its base and pull the ring firmly to the side — never straight up, in one decisive motion (pull force is roughly 5–8 lbs). This applies to our wire-pull models (EG25, WP40, WP40-D, and Twin Vent II).
- TP40 top-pull exception: The TP40 is the only top-pull model — pull its cap straight up, not to the side.
- If it misfires, do not re-pull or open the canister. Set it down on a non-flammable surface, wait at least 60 seconds, then submerge the spent unit in water for 48 hours before disposal. Do not re-insert or attempt to re-ignite a spent canister.
- Keep away from children. For ages 18+ only.
- Do not point at people or animals during ignition.
Ignition Types: ATF Classification
All Shutter Bombs products use wire-pull or top-pull ignition — not fuses. This distinction matters legally: fuse-lit pyrotechnics are regulated differently under ATF guidelines than pull-ignition smoke canisters. See our ATF Compliance Guide for the full breakdown.

Smoke bombs ship as hazmat materials under DOT regulations. Ground shipping only — no air freight, express, or overnight. We ship to the contiguous U.S. only, excluding Massachusetts (no Alaska, Hawaii, Puerto Rico, or PO boxes). See our Shipping Information page for full details.
Safety Data Sheets (SDS / PSDS)
Every Enola Gaye smoke grenade we sell has a published Safety Data Sheet (SDS) — also called a Product Safety Data Sheet (PSDS). These documents contain full chemical composition, handling and storage instructions, first aid measures, and emergency procedures.
Who needs these? Venue operators, event insurers, fire marshals, film production safety coordinators, and anyone who needs to verify product safety for permits or compliance paperwork.
